PAGCOR is committed to ensure that gaming establishments comply with the Responsible Gaming Code of Practice (RGCP) in order to minimize potential harm to the individual players and the community, to prevent gambling addiction, and to prohibit underage gambling.

WHO ARE NOT ALLOWED TO GAMBLE
- 1.Pursuant to Presidential Decree 1869 (PAGCOR Charter) as amended by Republic Act 9487 and Malacañang Memorandum Circular No. 6 Series of 2016, the following persons are not allowed to enter, stay and/or play:
- Government officials and employees connected directly with the operation of the Government or any of its agencies
- Members of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP)
- Persons under 21 years of age
- Persons included in the National Database of Restricted Persons (NDRP)
- Gaming Employment License (GEL) Holders
HOW TO BE A RESPONSIBLE GAMBLER
- If you choose to gamble, do so for entertainment purposes
- Treat the money you lose as the cost of your entertainment
- Set a time and money limit, and stick to it
- Expect to lose
- Do not borrow money to gamble
- Gambling should not interfere with or substitute for friends, family, work or other worthwhile activities
- Avoid “chasing” lost money
SIGNS OF PROBLEM GAMBLING
- Spending or betting more money than intended
- Gambling for a longer period of time than planned
- Repeatedly trying to win back losses
- Having increased debt, unpaid bills, or other financial troubles because of gambling
- Thinking about gambling all the time
- Borrowing, stealing, or selling belongings to keep on gambling
- Destroying families and relationships because of gambling
- Experiencing hopelessness, emotional distress, and depression because of gambling
- Suffering significant impact in all aspects of life because of gambling
IF YOU OR ANY OF YOUR LOVED ONES ARE EXPERIENCING SIGNS OF PROBLEM GAMBLING YOU CAN:
- Apply for PAGCOR exclusion or banning program. There are two (2) types of programs:
- Self Exclusion/Banning - for patrons who feel that they are developing a problem with gambling.
- Family Exclusion/Banning - for loved ones (Spouse, Child, Parents) who need help with problem gambling. Applicants may request an exclusion period of 6 months, 1 year, and 3 years. After the completion of the exclusion period, the family exclusion order will be lifted automatically.
- Seek help and support from family or loved ones, or from a counsellor through PAGCOR’s accredited help centers.

Applicants may request an exclusion period of 6 months, 1 year, and 5 years. After the completion of the exclusion period, the self exclusion order will be lifted automatically.
A self exclusion/banning period for the first six (6) months is irrevocable.
Requirements:

3.Two (2) 2x2 colored photo
- oTaken within the last 6 months prior to application
- oFull-face view directly facing the camera
- oNo facial accessory (hat, glasses, facemask, etc.)
Requirements:

3. Photocopy of government-issued photo ID or school ID of applicant
4. Two (2) 2x2 colored photo of the respondent
- oTaken within the last 6 months prior to application
- oFull-face view directly facing the camera
- oNo facial accessory (hat, glasses, facemask, etc.)
6. Birth certificate of respondent - If applicant is the parent or child (at least 18 years of age)
or
6. Marriage contract/certificate - If applicant is the spouse
Exclusion/banning will be implemented across all sites, licensed and operated by PAGCOR.
